This test tries to identify which region you play on. If your best region is disabled (which you can see on this site) then you will be playing on the 2nd best and so on. If you are playing a friend, the region will be decided based on what is best for the lobby host (The person whose party you are in)

When you connect to anything on the internet, your connection usually goes through several other networks other than your ISP's (The company you pay for the internet) before it reaches the destination. There are many routes your connection can take to reach X server and your ISP will not be using the best possible one, they prefer whatever is the cheapest for them, even if it adds 30 milliseconds are more to your ping. The default route they prefer could also be busy during peak hours when everyone is online, which can cause packet loss and ping spikes.
